I have of salaries in other parts of the Colonial Empire suggest that an Executive Engineer in Hong Kong, even on the new scale, would not benefit on promotion to any post elsewhere except

the Directorship in a dozen or so territories or a Deputy-

Directorship in three or four of the largest (Malaya, Ceylon, Nigeria and possibly the Gold Coast); I cannot, however, regard

that state of affairs as obliging this Government to offer better prospects here. I would also observe that some improvement in

promotion prospects is afforded by the recommendation which is

being made for the grant of the salary and status of an

Assistant Director of Public Works to the Water Engineer.

Certain minor points are raised:-

(a) Objection is made to the calculation of rent and

rent allowances on the basis of acting salary but

this appears essential to deal with the case of

men on salaries carrying the old terms as to

quarters acting in posts carrying the new terms.

For example, without such provision an Executive

Engineer on the old terms acting as Assistant

Director of Public Works would not get free

quarters and might then receive no benefit at

all from his acting appointment.

(b) To meet the complaint about acting pay a proposal

to give a fixed allowance of £150 to engineers

acting as Executive Engineers has been incorporated

in the final report of the Anomalies Committee.
